 During May and June 1990, Channel 4 launched an intervention whereby normal schedules of television were interrupted by short films by artists. 19:4:90 is the series title and it was commissioned by Channel 4 to mark the Glasgow 1990, Cultural Capital of Europe.  The 19:4:90 exhibition arose out of the television interventions project by Fields and Frames Productions Ltd. The project involved several commissions for artists to make short works, a youth and community project, Telly Pieces, and a selection of historical works, including David Hall’s 1971, TV pieces.
